Victor Dilemma
The children have Victor tied up in the bathroom of the Star Palace. If they let him go he could contact Bo and Prosper's aunt and uncle. He could also tell the authorities a bunch of runaway children are hiding out in an old theater and stealing from local families, but they can't just leave him there, can they?

It is interesting the author has used a limited omniscient point of view in The Thief Lord. This means we know the thoughts of more than just one character. Since we know Victor's thoughts, I believe he really is a nice man and doesn't want to send the boys back to their nasty aunt.
However, he doesn't like the idea of a band of children stealing from wealthy citizens of Venice. I think as long as the children can make some kind of commitment to end the stealing, Victor will let them stay together, maybe he will adopt them!

I would not trust victor he will just send Bo and Prosper away with their aunty they don't really like
